Depends on where you're interviewing
If you're interviewing somewhere where they say on their jobs web page that they are a causal work environment and not to dress up, then of course you shouldn't dress up. For example, http://www.sonicfoundry.com/main.aspx?dir=company&subpage=careers says "leave your suit and tie at home" -- I certainly wouldn't show up for an interview in a tie!

The default should definitely be to dress up. Only dress casual if you know it's what you should do.
