It doesn't help that the tech people
are hired by some clueless HR 'specialist' (or some such self-adorned title).

They're likely to hire the guy who wears a tie to the interview, regardless of the fact that the other guy has 30 years' experience with a thing called UNIX and what was that about a C/C++ or something? The guy with the tie just got out of school and has an A+ whaddayacallit. And he was wearing a tie.
