Make it all illegal
Congess should write a law that really protects consumers.
No email advertising at all.
No spyware adware.
A website must submit all its html/java/activeX to a government agency that reviews code and cannot be put on a website until it is found free of spyware/adware,etc.
Every webpage would have a unique key that would represent the full text of that page, issued by the government, and where the tow don't match, the person can submit that page to the government and the government would have full authority to issue a blocked ip address to all the major routers in the US until it is cleared up.
No popups, at all.
No advertising in email, except a company logo.
No email lists except those approved by this government agency, who would keep a copy of all email addresses in it, and a person can go to one of these sites to have his email removed.
The government would be "in charge" of adding and deleting emails from any list.
The only email can be between two persons, except to confirm an internet order or such.
Hows them apples!
