I've been working with databases for 15 years and have done everything from dbase to Oracle RAC. I currently spend most of my time with SQL Server. Even worked with DB2/400 for a while some years back (and hated every minute of it).

Oracle can afford to do or not do whatever they want and they always have because they can.

Database software is possibly one of the most complex applications you could use. It's a major effort to implement and manage if you really want to do it right. I'm talking about business systems of course (like accounting, sales, etc...). Your personal contacts manager is not what databases like Oracle or SQL Server are intended for.

If implementing and managing is hard, switching from one to another requires herculean efforts not just at the database level but also at the applications level. Sure, the binaries/executables are easily swapped but ensuring the data that you moved from Oracle to the new database was done correctly and that application behavior is still correct is a lot of work. Oracle knows this better than anyone because it has a more feature rich database (hence more complex) than anyone.

Since they know the cost to switch to another database is prohibitively high, the effort is huge and so are the risks, why would Oracle worry about upset customers? It's a captive audience and the $$$ keep rolling in. Most Oracle DBAs I know speak loudly about how things "must" improve, etc... but privately, they love it because the pain and complexity provides job security and ensures consistently higher pay than other DBAs.
