Not really..
you are assuming that these people are going through their ISP's servers to send email. I can send an email directly to you without ever using my ISP's servers. That is what these bulk email programs do. How does your ISP then determine if my email address is legitimate? The only way would be for the ISP to then contact the server in the email address and ask if it is a legitimate address.
