May very well be a joke as...
there is no UK Paper I can find called The Finacial Reporter, nor any web site their of the same name.

The only other place that it comes up are the Anti-Bush sites, and they have the same story.

I have yet to find it on a reputable site so it may very well be another Internet Urban Legend, but if you can find out a link to this place let me know
