It was the OEM that ...
... preinstalled McAfee or Norton, (now Symantec), on your system not Microsoft. I suspect that it will be the OEM that preinstalls OneCare if it comes to that. Microsoft would not be allowed to do so because it would give them an unfair advantage over their competitors.
