BSD offered that TCP/IP stack to anyone out there. Read the BSD license. It allows it to be given away freely to anyone that can use it. It is getting old hearing how MS stole it from BSD. Don't worry, MS gave universities money in the form of grants so it was payed for in other ways. At least they used the best stack in the world.
