Government CAN'T takeover internet
The government can't takeover the internet. Each ISP owns their equipment and have paid for their lines just like you paid for your computer and cable connection, dsl or dialup account. If the government could take over the ISP's then they could also takeover your computer and connection. The only way would be to buy out the ISP's. Do you want your taxes to double in order to pay for it? And the ISP's don't have to sell. The government could take over the hub locations but that wouldn't stop this problem. This is strictly an ISP no allowing their customers access to another ISP. It has been going on for years with mailservers. When an ISP think too much spam comes from another ISP's mailserver they block all mail coming from that ISp's mailserver until the spam problem is cleared up. It is called blacklisting. This was basically the same thing.
