But it's in Congress, not the Presidency, where the power is concentrated. For all the visibility of the President, it's Congress that passes laws and spends money. Your example is more an indictment of of the 2-party system, not the Presidency.

"Why not just select the next president based on polling data?"

It would be no different. There is an ideological split in the U.S., right down the middle. It's been building for many years. Fully half of the country resides on each side of the split, and there are few who are in-between. Each side sees the other as a threat to the future of the country, moreso than any outside force. I GUARANTEE you that, for the foreseeable future, all Presidential elections will be split in the same way the last two were. They will be nearly tied, and both sides will claim corruption on the part of the other.

And that has absolutely nothing to do with George Bush, and more than Bush was responsible for poor people being in New Orleans in the first place (despite what Kerry and Edwards have been claiming).
