Afghanistan???!!
I'd like to see the proof cnet.com has. I received the email at my work account and the hyperlink's source in my email read:

http://www.fdic.gov%01@211.191.224.108:3180/index.htm

This points to the Asia-Pacific Internet registry and APNIC points at Korea being accountable for the destination IP address. Please see the below whois output. I hope Cnet didn't misreport it since there can be more damage to the current global affairs. Maybe the servers in Friday's email did in fact point at a different server, but the one I received is NOT registered to anyone in Afghanistan.
