Yes, this is wrong.
Incompetence, while no virtue, is a completely different thing from malice. Let's say you donated to the Red Cross. What would make you angrier, to find out the supplies the Red Cross bought never got to their destination, or to find out the money you donated to the Red Cross was actually used towards the purchase of a Lear jet for the chairperson? Neither one is good news, but they're hardly equivalent.
