Actually you're wrong
Hardware firewalls do keep malicous programs from going out, in fact they keep everything from going out. You have to configure them in terms of what you allow for out going. By default the setting is "DROP everything".

Those DSL routers that have built in firewalls by default allow everything out but those are barely capable of being called firewalls.
