I believe in cheap hardware firewalls, however,
Hardware firewalls will *NOT* keep malicious programs from going OUT to the internet without considerable reconfiguration (if it is even possible on the cheaper hardware firewalls).

With that being said, Netgear is still my favorite cheap hardware firewall.
