I believe it would be more accurate to say...
...that it isn't a vulnerability, but is a flaw. Of course we've only been hearing about those flaws what Microsoft was 'unhappy' about disclosure. So one has to wonder how many flaws Microsoft has been informed about but has not disclosed.

The nice thing about Firefox is of course that they are quick to acknowledge and then patch flaws before they leave them vulnerable to exploitation. Microsoft cannot say that, obviously. Who has had the habit of leaving vulnerabilities exposed.
