California's Enrich Attorney's Act
"the bounties would act as a potential deterrent to spammers' activities, because junk e-mailers would have thousands of vigilante Internet activists out to get them"

This was one of a series of "private enforcement" laws passed by the People's Republic of California. These laws have served only to enable plaintiff's attorneys to enrich themselves by preying on small and medium sized businesses with frivolous lawsuits.

This anti-spam version of "private enforcement" would have had NO impact on the real spammers, but would have insured that some legitimate small business which failed to dot some I or cross some T would have been forced to pony up dough to some low-life attorney.

If any law is to be passed, it needs to be at the federal level. It is impossible for any legitimate marketer to comply with 50 differing state laws, not to mention countless international laws.

Finally, I believe that there are only two effective ways to eliminate spam:

1. Develop fool-proof technological blocks (I have no clue how to do this).

2. People need to quit responding to the solicitations. (This will probably never happen because old P. T. Barnum was correct.)
