Easy answer to that question...
it is typical of the mentality needed to enforce ones ideas and systems to inflate the actual damage, the real threat and cost. Otherwise it isn't as "pressing" if the real numbers are shown. It has less "control by fear, uncertainty and doubt" factore and it makes enforcing tighter restriction more difficult.

But if you can mislead the masses to believe the damage / threat is actually far greater than reality, then you can enforce any standard, control or law you want to obtain your true goals. It happens in business, the military and your own government.

It's that simple, play on peoples ignorance and fears. Understanding that if you have the majority believing you, the minority that sees through the BS become easy pickings as conspiracy theorists or kooks or... they become the enemy. Take a look at the last couple of years in the United States...
