Budget contraints
The military has the benefit of a nearly limitless budget. Small and medium sized businesses don't.

I don't see the urgency to replace passwords with another security method. If passwords were so ineffective then there would be world wide network chaos right now since its what 99% of the world uses to protect computer networks.

Simple fact is that passwords work well at preventing 99% of people from being able to meander around a private network or PC.

Anyone who expects a password protected world or excel file to be secure probably also thinks that the little lock that comes with luggage is going to protect their valuables too.

Passwords, when implemented correctly, are highly effective and extremely cheap.
