One reason: lazy
"There is no need or benefit in ordering them without CD burners, if the option is even avialable. (sic)"

Yes, there is a need or benefit. The need to not allow users to write information from the machine to a CD is a VERY compelling argument. IT departments have, for years, specifically forbidden things like burners on machines where their use would be dangerous or detrimental to the operations of the company. If you're ordering 500 machines, it's pretty easy to get the supplier to skip the burner and instead substitute a reader. Or, as is typical, provide none of the above, with a plug-in drive available for upgrades or maintenance use.

That's what one of the functions of IT, defining the necessary machine, and then providing and supporting it.
