- Cheap PCs are a commodity now, and they often include 'standard features' like CD (and sometimes even DVD) writers. The PCs are practically given away, especially when a call center orders, say 500 of them. There is no need or benefit in ordering them without CD burners, if the option is even avialable. Once the PCs arrive, there is a cost involved with removing or disabling the CD writers. And since Windows XP (which there's about a 95% chance these machines are running) includes a write-to-CD function in the OS, no special application is required. It is possible to limit user rights as to who can write CDs, but this takes a competent admin and a well-defined security policy, both of which cost money that I'm willing to bet many (if not most) of these call centers are not willing to spend.
