All of the existing penalties applicable under existing anti-spam laws (as weak as they may be) should be quadrupled when spammers exploit a disaster like this.

This shouldn't even be up for discussion. In the wake of Katrina, Congress should pass this law IMMEDIATELY and make sure there's lots of publicity so these ***holes know we're gonna get their ***es!
