I can tell you this. Police don't have the first clue what they are doing and they sure aren't being trained in how FireFox works let alone how to use it.

Police are trained to take down bad guys physically using out dated techniques. It's just that the bad guys are kind enough be dumber than a box of hammers that gets them caught. The smart criminals never get caught, they do politics.
