Read the article

In case you didn't actually read the article, it says that they ARE learning what it takes to get the job done. The article is just pointing out that because of the multiple browsers investigators are having to be trained to use all of them. How about you do everyone a favor and YOU go out there, "grow a pair," and stop those pedophiles and Al-Qaeda with your skills instead of bashing the people who are learning to do so.
