It isn't MS's fault that people fail to disable the "features" MS not only turns on by default, but actively pushed to have used as a de facto standard for public web sites.

Want proof that MS actively discourages disabling Active X? Make the changes you suggest and then go to a site like weather.com. IE will see that the site wants to use Active X, and will post an alert box to this effect. You can't view the page until you clear the "error" message, and this happens for each page with Active X that you view. I'm not aware of any way to turn this repeated, intrusive notification off. This is one of the reasons I switched to Firefox when visiting the WWW from Windows. I don't want intrusive messages constantly nagging me to turn on Active X for the untrusted zone.

I guess by the same logic, you could say that it is the user's own fault for using Internet Explorer at all.
