Suppose spammer.com sets up his domain to say that any server with IP address *.*.*.* can sent mail for spammer.com.

That doesn't benefit him, because he's trying to spoof another domain, e.g. hotmail.com to bypass the blacklist of his 'spammer.com' domain. So its not what he sets his own domain to say, its what hotmail.com setups their domain to say.

Also Spamassassin already supports SPF since v3, you need the Mail::SPF::Query package.
