So far if you lost I-94 then you got another one
You just needed to get another one when you were departing the USA. It did not matter it was not the same. It mattered that the fact was reported to INS. So now if you lose the one with chip you cannot leave the country or you will not be reported as leaving?

How are they going to link arrival and departure card if it may not be the same? Or perhaps they would put to jail for lose of the card... just like it might have happen in communistic Eastern Europe.
