Who's responible all depends on...
Having been the former victim of identity theft the answer is the banks are responsible for any fradulent charges on your account. BUT, you have to prove to the bank: a) that you are who you say you are. Which involved filling out numerous forms & phone calls, and b) that you never made the charges in the first place. Not too difficult in my case because the charges were made in Quebec and I live in Alberta and have never been to Quebec.
