The client querys the server.
If the info is not in the server's cache, the server recurses to the root servers ran by the registrars to get the address of a DNS server that is hosting the domain trying to be resolved.

The original server then querys the the authoritative server for the domain in question.

ALL DNS resolution works this way.

W2k does not query any server other than those setup manually or by DHCP!
