Then CISCO+ISS should be liable

Seems to me that CISCO has been selling routers since April when it knew they had security faults.

That means:
That customers have knowingly been sold a dud and can have comback against CISCO for any consequences.

That CISCO should have reported this on their May 10Q since they are required to report all material things to their shareholders.

The liability for already sold routers is more tenuous sure, but if its found that CISCO has done this in the past then those customers can go after CISCO too since they were similarly deceived. They may be 80% of the routers but they're *not* the only maker, and they can be replaced.
