Microsoft left it out previously because they thought it would be confusing, more trouble than it's worth. They were right, as far as I'm concerned. But a lot of people disagree.

Microsoft knows a lot of people disagree because it's a popular feature in FireFox. So they're tossing it into IE.

Aside from freshening an old product, Microsoft does like to distribute freebies sometimes. Might seem counter-intuitive for such a profit-hungry company, but they gain in good will. Principle of the lagniappe.

They also have people who like to simply show off how they can produce good, useful software, even if there's no clear way to make a profit on it.
Good enough.
