I think the violence of Cisco's response underlines just how vulnerable they feel to this kind of attack.
It takes 0 imagination to picture how much panic Cisco is feeling, from the CEO on down. Any reputable company (and I grant Cisco that, at least) would be scrambling to cover their butts.
Imagine if some lamebrain did manage a router destroying worm and a half-decent coverage protocol using a *currently unpatched* vulnerability.
The lawsuits would fly, Cisco would be embattled, their stock would crash, and although Cisco could probably fight off the sharks it would damage them from a financial standpoint and worse, ruin their credibility with their customers.
Thus their knee-jerk "scare him with a lawsuit until we get a handle on this" scenario.
The real problem, of course, is that Cisco has violated the first amendment, several whistle-blower laws, and come off the cowardly bully in this.
But PR was never the strong suit of large companies.
