It's time for the internet to grow up.
Plain and simple, the police simply do not care about a $4000 identity theft. Oh sure they care, but in the grand scheme of what they deal with it's way, way down on the list.

It's a non-violent crime, very difficult to catch people at, and even harder to get enough evidence for a conviction carrying serious jail time. In most cases the perp is not going to do more than a few months in jail if convicted. (If that) Of course the crooks understand that, heck they count on it!

We have reached a point where our automated systems have outstripped our ability to police them. To be specific it has allowed, or possibly created, an environment where by crime is committed in an "on line world" and the results are paid for in real life ramifications. Kinda of like if you had to be responsible for what you do in dreams, and sometimes it isn't even you doing the dreaming.

Others have said the internet is a lot like the old west, I suppose it is in some regards. But like the old west, laws need to be put into place and then be policed if it is to be to the benefit of all. The very fact one group of people (criminals) is able to so easily and almost with impunity take advantage of millions simply can't be allowed to continue.

One of the very first things that must be, absolutely MUST be, is a method to prove who I am. Things I can carry don't work, I'll forget to carry one day. I will never allow an RFID near my body, let alone be placed in it. That really does bring it down to biometrics as the tech of choice. (Smart money would invest in that area.)

Further, smart web sites will require an authentication before allow anything more than the most basic of access. Heck you can see that just by the number of sites that require you to "sign up" (ZDNet) if you interact with the site.

Sites will do it gradually with things like banks, hospitals, pharmacies, being first. On line stores will follow and once that damn is broken it will become universally accepted. Most users will welcome the security such a system will provide and it will be a done deal.

Indeed some will bemoan the loss of anonymity, but that I am afraid is the price of living with other human beings...
