So, should the U.S. walk in 'lock-step' with the rest of the world, or shouldn't it?

No the US should not walk in 'lock-step' with the rest of the world. The United States fought a war with the British to determine our own destiny.

If the rest of the world (through the UN, that nice group that can't seem to criticize anyone but the U.S.) decides that the Internet should be controlled by the UN, what should the U.S. do? If the rest of the world decides that "hate speech" should not be allowed on the Internet, what should the U.S. do?

I find it interesting that institutions such as the UN and "world court" are ignored or promoted when circumstance of convenience arise by any country (including the US btw). To answer your question about what should the US do one need only to turn to the documents the country was founded on. The Constitution and the Declaration of Independence.

"Who decides when the U.S. goes along with everyone else and when it goes it alone?"

Ultimately the voter does in the form of elected officials. It is my hope that those officials follow the aforementioned documents but I must confess that hope is slowly dwindling. There is a strong movement to ignore our Constitution and join a one world governement ignoring the rule of law in which this country was founded.

I find it interesting though on the internet and ZDNET Talkback is a good example believe it or not, those that misbehave or act stupidly are either shouted down or ignored.

Funny thing about the "concept of freedom of speech," whether right or wrong if a person wishes to put forth their ideas or opinions they will find a way. This treaty is nothing more than a politically correct way to control that freedom by removing the liberty to do so. I will always have the freedom to say what I wish, but the government can find ways to remove the liberty. They (the government) forgets that I may have the freedom to speak, I do not have the right to be heard. Believe me the interaction between me and my lovely wife proves that point.
