Another section requires participating nations to outlaw the act of "making available" on the Internet any type of hardware or software that is designed for the purposes of committing a long list of computer crimes including "illegal interception" or "data interference." In some cases, even the mere possession of such hardware or software must be criminalized.
Holy Crap this law is gonna be so broad that technically owning a peecee is illegal. Using P2P will get you 10 years in jail,

I can see it now. I pass along a joke that offends someone in Germany. Okay no problem as long as I do not travel to Germany. But let's say the Germans make a treaty with Mexico to prosecute violators of that law. I travel south of the border regularly. I can see it now being apprehended for passing along bad jokes.
