Not sure why a question.
OneCare shows one answer. Microsoft buys the security companies so that they don't have to do all the development in-house. Then they combine their own and others' work into a product they can sell.

Microsoft didn't contract with the experts for products, not as much as I thought they would. They instead buy the experts' companies, then keep the experts working for them.

The more problematic decision for them is what to give away and what to make a saleable product. The rule will have to be fairly subtle; the customer will have to believe the base product is reasonably secure, but the purchased product adds something useful.

About the only definite security impact so far is increased sales because of upgrades to more secure versions and greater confidence in Microsoft security among current and potential buyers. But there's a lot more profit for Microsoft in security concerns, and they're not going to miss their chance.
