Proactive?
Scanning for viruses is REACTIVE. Proactive would be setting it up so that viruses can't run in the first place. Such as not running files solely by virtue of their extension.

Whether or not a user has to click on a file to run it, it should first have to be explicitly tagged as executable and new files are non-executable by default. Then it wouldn't matter if Joe Schmoe in marketing clicked on a file called AnnaKournikova.jpg_______(dozens of spaces here)____.exe. He would first have to go out of his way to MAKE it executable.

That would be proactive.

You're right, though - it is good to see Microsoft profiting from one of the many deficiencies in their product rather than fixing it.
