maybe it's because...
MS wants their products to have holes... it keeps them busy.
Since their OS product works and looks like it was hastily
slapped together from spare code snippets of the original
incarnation of Win95 in about a week's time. Not that I'm
bashing MS or anything, it just seems that in the hurry to
put out a grossly overpriced OS upgrade, they forget to do
extensive beta testing that is supposed to track down holes
and bugs like this. How is it that they still miss holes, only
to have another virus conveniently come along to exploit
them soon after the former was patched?

I believe that they are deliberately putting the horse before
the cart in building the Windows OS product... in order to
keep themselves busy, since they spend so much time not
developing or innovating, but buying the companies that
do... or just finding a way to copy them without ringing the
lawyers' dinner bells.

I feel sorry for Windows users... but, they bring it on
themselves. They use Windows.
