For a huge majority of online users -- consumers and small/medium business the reality is they/we never receive legitimate email from any of the APNIC (Asia/Pacific) or LATNIC (Latin America) countries. Larger businesses can employ selective whitelists.

Time to block email like router access lists - put a "deny all" at the front and then only allow what is really needed. Much better than "allow everything" and trying to selectively blacklist (which is what most email providers/corporate IT does now).

Blocking is the only method that will work to compel these countries and ISP's to take action.

It's an easy fix - helps our users tremendously, and hits 'em where it hurts - their pocketbook.

Since many ISP's and hosting companies in China not only tolerate this stuff but actually solicit those clients and make a profit with "bullet-proof hosting" - the only thing that will get attention in this new "cowboy" economy in emerging countries is to affect their bottom-line. Then proven economic theory will motivate them for self-correction.
