Blocking huge IP blocks
We block just about everything in China, Korea, India, etc., because of continuous spam bombing. There are even user groups on the Web that focus on maintaining these lists of IP addresses. A simple firewall (APF is our preference) loaded up with these IP addresses has reduced spam-bombing and phishing attacks by about 90%. The other 10% are much more difficult to stop, as they are usually robot machines that were left unprotected by the owners. However, the tools exist - you just need the policies to implement them.
