Depends on how you do it
Cracking down on crime can create more criminals. There are some great example of prohibition doing exactly that. Look at the drug problems of today. You catch people using, brand them as criminal (criminal record), they can't get jobs, they commit more crimes.

Going after terrorists is kind of hard. I don't evny anyone having to do that job. It's too easy to make more terrorists by being to extreme and it's too easy to let terrorist slip through by being not extreme enough. A rock in a hard place if you ask me.

Still attacking IRAQ did create more terrorists and that had nothing to do with attacking terrorists. But you have to expect that when you liberate a country for malevolent dictator who thumbs his nose at the world.
