Is the author an idiot, or just trolling for responses
Nothing in what he wrote said that the documents released in plain readable pdf files were ever attempted to be encrypted. Is that the document's fault, or the idiot who emailed it?.

That's like saying paper is useless as a means of communication, as once you drop it in the mail, anybody with access to the mail can read it. Is that some flaw in the paper manufacturing process, or the person, who didn't write it in a secret code of some sort before mailed it...
