ANY system's implementation relies on the GOOD WILL of the people who implement it and carry out the daily operations. There cannot be an absolutely foolproof system, as there would always be people that can compromise it either by subverting covertly its safeguards or by abusing the 'letter of the law' to the point that that law's initial intent is missed.

But can we obtain a BETTER situtation by REMOVING SOX altogether? The best one can do is to WORK to make SOX better, more effective and reduce the unnecessary burden. Wrong?
