The difference is obvious.
It is the motive behind what you are doing. In the case of spotting the terrorist you are protecting a life. In the case of the paparazzi you are trying to make a buck exploiting a famous person's visage. Can it be misused? Sure! What is your solution? To stick your head in the sand and hope you are not a victim?
