Sounds like you don't want a PC at all!
Your idea of a whitelist is meaningless because by your own argument, anything could ask to be added to it. Unless of course, the user has absolutely *no control* over the whitelist.

So basically, you are on your knees, begging for DRM to lock you out of your own computer, unable to run any program that your vendor doesn't want you to run. And presumably to pay for the "privilege" too. That's slavery, not security - the complete abdication from all your rights as a consumer.
