Simple solution
They just freeze the account and inform the customer that thier credit card has been compromised. They then offer a replacement. Simple isn't it?

The real reason they don't tell individual customers is that they don't want to lose those customers. Also since no one pays attention to a big story of compromised credit cards and the customers all think it can't happen to them the credit card companies are more than happy to keep the status as is.
