The card issuers need to be proactive here by immediately deactivating the accounts and issuing new numbers. While this will cause numerous problems with cardholders having their credit cards rejected prior to receiving notice, the overall good outweighs the bad.
The choice that has been made by these companies is to leave their merchants holding the bag for fraudulent charges when the card should have simply been rejected in the approval process.
