They won't notify because...
they don't trust the cardholders.
If you tell someone their card had been compromised, the next thing you know, a "false" plasma screen shows up on the charge. Of course, this doesn't help the honest people who are really abused.

They SHOULD tell them their information has been compromised, and then replace all 200,000 cards. It's the only way to be sure. Sure it will cost millions to replace the cards, but that's the price of not being secure.
