Until...
there is International disdain for these butt-heads and they are thrown UNDER the jail for a minimum sentance of 10 years, it will not stop.

As it is now they don't have much to worry about, why should they stop?

Unfortunately the US Government is too busy with other things to be bothered with such petty problems so I'm afraid it will have to be other contries that take the lead on this.
