It depends on
whether the bill will make the business that loses the identification and subjects the victim to ID theft resonsible for repair of the credit rating and other financial harm done to the victim.

If it does, we just may see a massive reduction in the collection and storing of unnecessary data. There is no reason for a business to retain data on a credit card transaction beyond the time needed to complete the transaction and receive payment, unless the business is the one issuing the credit.
