The data was not maintained in a fashion that would prevent it being compromised.

Perhaps they "institutions' involved in this story felt they could gleen information to make it possible to charge /seek compensation / view trends on the perpetrators, that would help with the "OVERALL PROBLEM".

Takes a WinAdmin to think outside of this box.

Retailers and finance institutions foot the bill anyways, why not keep quiet and see if you can get someone with their hand in the cookie jar?

From my understanding the consumers don't foot the bill, no personal data is compromised, I still wouldn't have mentioned it, I'd fix it so it does not reoccur and monitor to try and detect trends to pinpoint users of the compromised data.
Phu|<|< timely disclosure, catch the B45t4rds and stop the problem.
